Naruto could ont be a Kage because Genin cannot be Kage, and Kuramaluvers could be a Kage, but she would need another character seeing how both of hers are dead. Itachi and\or Kisame might be the best Kages either, nor would Zabuza be. Thats why I vote wait til more people come. ((Please leave what you vote for.))
